Roberts Rules of Order's most recent issue (10th Edition, 2000) states on page 2: "Efforts to conduct the deliberative process by postal or electronic mail or facsimile (fax) transmission -which are not recommended- must be expressly authorized by the bylaws and should be supported by special rules of order and standing rules as appropriate, since so many situations unprecedented in parliamentary law may arise and since many procedures common to parliamentary law are not applicable." Also page 483 gives some guidance. "It is advisable to adopt special rules of order and standing rules, as appropriate, to specify precisely how recognition is to be sought and the floor obtained during video-conferences and teleconferences." I just completed 3 years on the LPF Rules Committee so I am familiar with the current RONR. Janet --- LPNY's been doing it. I've noticed some key differences that are easily solvable...more to come soon. In a nutshell, we use YahooGroups polling, give it seven days, require 1/2 as a quorum, and require the secretary to publish and certify results. No seconds necessary. People need to discipline themselves to ask for friendly or other amendments before they post the poll for a vote. No second needed; tabling happens on its own if there isn't interest. Identity problems/security are not a problem in such a small, closed circle of voters where anyone can see results and dispute any innaccuracy. We did pass a resolution to allow this. We limited the amount, at first, and then removed that amount in a subsequent in-person vote. Bonnie
